The plaintiffs claimed school facilities were inadequate with “insufficient space, poor lighting, leaking roofs, erratic heating and air conditioning, peeling paint, cracked plaster, and rusting exposed pipes” (Leandro v State, 1997, at 252). They further alleged:media centers [had] sparse and outdated book collections and lack[ed] the technology present in the wealthier school districts [and that] they [were] unable to compete for high quality teachers because local salary supplements in their poor districts [were] well below those provided in wealthy districts, [and that the] inability to hire teachers cause[d] the number of students per teacher to be higher in their poor districts than in wealthy districts.
